भारत बंद: हिंसा में 9 लोगों की जान गई, SC/ST एक्ट में बदलाव का विरोध कर रहे दलित संगठन

नई दिल्ली। दलित संगठनों द्वारा सोमवार को बुलाए गए भारत बंद के दौरान भड़की हिंसा में मरनेवालों की संख्या बढ़कर 9 हो गई है। मध्य प्रदेश में ही 6 लोगों की जान चली गई। उत्तर प्रदेश में 2 और राजस्थान में एक व्यक्ति की मौत हो गई है। मध्य प्रदेश, उत्तर प्रदेश, राजस्थान, पंजाब, हरियाणा, उत्तराखंड और झारखंड के कई जिलों में बंद के दौरान भारी हिंसा हुई। सैकड़ों लोग घायल हुए हैं और देशभर में हजारों लोगों को हिरासत में लिया गया है।

कानून मंत्री रविशंकर प्रसाद ने कहा- हमने सुप्रीम कोर्ट में सरकार की तरफ से रिव्यू पिटीशन दायर कर दी है। केंद्र की तरफ से वरिष्ठ वकील उच्चतम न्यायालय में पैरवी करेंगे।यूपी के सीएम योगी आदित्यनाथ ने लोगों से कानून-व्यवस्था बनाए रखने की अपील की। कहा- हम एससी और एसटी के उत्थान के लिए वचनबद्ध हैं। मैं लोगों से अपील करता हूं कि वे कानून-व्यवस्था बनाए रखने की कोशिश करें। अगर कुछ गलत आपकी नजर में आता है तो कृपया सरकार को सूचित करें।

हिंसा में सरकारी व निजी संपत्तियों को नुकसान पहुंचाया गया। वाहनों में तोड़फोड़ की गई और आग लगा दी गई। झड़प में कई पुलिसकर्मी भी घायल हो गए हैं।यह मामला 2009 में महाराष्ट्र के सरकारी फार्मेसी कॉलेज में एक दलित कर्मचारी की तरफ से प्रथम श्रेणी के दो अधिकारियों के खिलाफ कानूनी धाराओं के तहत शिकायत दर्ज कराने का है।

डीएसपी स्तर के पुलिस अधिकारी ने मामले की जांच की और चार्जशीट दायर करने के लिए अधिकारियों से लिखित निर्देश मांगा। संस्थान के प्रभारी डॉ सुभाष काशीनाथ महाजन ने लिखित में निर्देश नहीं दिए। इसके बाद दलित कर्मचारी ने सुभाष महाजन के खिलाफ शिकायत दर्ज कराई। सुभाष महाजन ने हाईकोर्ट में उस एफआईआर को रद्द करने की मांग की, जिसे हाईकोर्ट ने ठुकरा दिया।

महाजन ने इस फैसले को सुप्रीम कोर्ट में चुनौती दी थी। इस याचिका पर सुनवाई करते हुए सुप्रीम कोर्ट ने महाजन के खिलाफ एफआईआर हटाने के निर्देश दिए थे। और एससी एसटी एक्ट के तहत तत्काल गिरफ्तारी पर रोक लगा दी थी। इसके अलावा सुप्रीम कोर्ट ने ऐसे मामलों में अग्रिम जमानत को भी मंजूरी दी थी।

आपको बता दें कि यह बंद अनुसूचित जाति एवं जनजाति ऐक्ट पर सुप्रीम कोर्ट के उस फैसले के विरोध में बुलाया गया था, जिसके तहत कोर्ट ने तत्काल गिरफ्तारी न किए जाने का आदेश दिया है। इसके अलावा कोर्ट ने एससी/एसटी ऐक्ट के तहत दर्ज होने वाले मामलों में अग्रिम जमानत को भी मंजूरी दे दी है। केंद्र सरकार ने पुनर्विचार याचिका भी दाखिल की, लेकिन सुप्रीम कोर्ट ने तत्काल सुनवाई से इनकार कर दिया।

दलित प्रदर्शन के दौरान हिंसा को लेकर सियासत भी शुरू हो गई है। कांग्रेस पार्टी ने इसके लिए सीधे तौर पर केंद्र सरकार पर निशाना साधा है। बीएसपी सुप्रीमो मायावती ने कहा, ‘मैं SC/ST आंदोलन का समर्थन करती हूं। मुझे पता चला है कि कुछ लोग इस आंदोलन में हिंसा कर रहे हैं, मैं उसकी निंदा करती हूं। इस हिंसा के पीछे हमारी पार्टी का हाथ नहीं है।’

देश के विभिन्न हिस्सों में प्रदर्शन कर रहे दलित संगठनों का कहना है कि सुप्रीम कोर्ट के इस फैसले से दलितों और आदिवासियों के खिलाफ अत्याचार बढ़ जाएगा। 1989 के अनुसूचित जाति जनजाति अत्याचार निवारण अधिनियम का हवाला देते हुए दलित संगठनों ने कहा कि यदि अग्रिम जमानत मिल जाएगी तो अपराधियों के बचने की संभावनाएं बढ़ जाएंगी। कोर्ट के इस फैसले से जातिगत भेदभाव एक बार फिर से बढ़ जाएगा।
